You can up your chances of receiving a Booster Pack by upping your Steam level, every ten levels your chances of finding a Booster go up by 20%. The whole game of the video game distribution business over the past 10 or so years has been not only to sell video games but to convince your customers to hold their money. Even if they're just collecting interest from holding it in a bank they're making a profit. That money is not sitting idle, that money is being used to fund other things that make them a profit. The more of your money they can hold, even if they don't technically own that money, the more money they can make.

The entire reason Valve, Sony, Microsoft, etc do this is so they can hold your money. I see no reason why steam wouldn't approve of this
